Council of Masked Evil: Roll Call of Evil

The council first meeting has come together to make some evil plans. But first, roll call! So far I have Miraak the first Dragonborn, Jack of Blades of The Court, Taliesin the assassin of the Cirque de Cartez, Handsome Jack the CEO of Hyperion, Skull Kid the wearer of Majora's Mask, The Witch-King of Angmar who no man can kill, and Shao Khan the new punching bag of Miraak. It's still not the full court due to Shao Khan interrupting the roll call, but still I say it's a pretty goo lineup of villians. I may add one of the spies from TF2 to the group. Totally not me in disguise at all. And someone from the Batman Arkham series, but I'm not sure who yet. Too many masked villians in there.
I own many LOTR games, and I notice one thing about the Witch-King. They never give him his badass flail! Never! At least not in games where he's playable! Why!? For that reason, I kill him alot. Even in Lego: LOTR, he has the flail as a boss, but not while playable! He just gets his sword!
